Boudette appeals the district court's grant of summary judgment in his 42 U.S.C. § 1983 action in favor of the City of Cottonwood, Arizona, and William C. Singer, a Cottonwood police officer. Boudette's § 1983 claims stem from two incidents: his arrest by Singer on April 20, 1990, for a number of civil traffic offenses; and his arrest by Singer on June 26, 1990, for driving under the influence.
