Huson's suit under 42 U.S.C. § 1983 and Washington state law arising from Huson's arrest without probable cause. We affirm. FACTUAL BACKGROUND 3 Huson is a life-long resident of Castle Rock, a Washington city with a population of 2000. Huson was previously mayor of the city for 16 years. Gilbert R.
