Sec. 2254 petition for habeas corpus. We have jurisdiction pursuant to 28 U.S.C. Sec. 2253 , and review de novo. Thomas v. Lewis, 945 F.2d 1119, 1122 (9th Cir.1991). We affirm. 1 3 On June 23, 1988, Conrad, a citizen of Canada, pleaded guilty to one count of felony assault. Under the plea agreement, Conrad received a ten-year prison sentence, suspended except for one year.
