Pinkney, No. 93-50524 2 Appellant Terry Pinkney ("Pinkney") appeals his sentence for conspiracy to distribute phencyclidine ("PCP") and possession of PCP with intent to distribute. Pinkney's conviction was the result of his participation in a drug distribution conspiracy headed by Derrick Bines ("Bines"). A.
