In this Sec. 1983 action, O.A. claims Robinson, a county prosecutor, deprived O.A. of several constitutional rights by failing to file a child protection action on O.A.'s behalf and by interfering with investigations into allegations that O.A.'s father, Larry Abbott, abused O.A.
