Manuel Vargas appeals the dismissal of his action against several defendants for the assertedly unlawful towing of his car in the city of Hercules. The city and two of its employees (collectively City defendants) removed the action to federal court. (28 U.S.C. § 1446.) The federal court dismissed all claims against the City defendants, including Elmer Najarro, with prejudice.
