17 PROCEDURAL HISTORY Alfredo Ramon Cerda (“Cerda”) was charged by the Government of the United Mexican States (“Mexico”) with Comparable Rape, in violation of Article 177 of the Criminal Code of the State of Baja California (“Baja Criminal Code”), and Aggravated Sexual Abuse Against a Child Younger than 14 Years Old, in violation of Articles 180 Bis. and 180 Ter., Section II of the Baja Criminal Code.
