Nam Ba Nguyen (“Plaintiff”) initiated this action on September 12, 2022, by filing a civil rights complaint pursuant to 42 U.S.C. § 1983 (“Complaint” or “Compl.”) (Dkt. 1), along with a Request to Proceed Without Prepayment of Filing Fees (“IFP Request”).
