INTRODUCTION Plaintiff Firpo Wycoff Carr brings this action against the Federal Bureau of 20 Investigation and the United States Department of Justice for grand theft of personal 21 property, violation of civil rights, and stalking. (Compl. ¶¶ 61–66, ECF. No. 1.) 22 Defendants now move to dismiss the Complaint pursuant to Federal Rule of Civil 23 Procedure (“Rule”) 12(b)(1) and Rule 12(b)(6). (Defs.’ Mot. Dismiss (“Motion” or 24 “Mot.”), ECF No. 14.) The Court carefully considered the papers filed in connection 25 with the Motion and deemed the matter appropriate for decision without oral 26 argument. Fed. R. Civ. P. 78; C.D. Cal. L.R. 7-15. For the following reasons, the 27 Court GRANTS Defendants’ Motion. 28 II. BACKGROUND …
