On September 25, 2023, Petitioner filed a pro se Petition for Writ of Habeas Corpus Pursuant to 28 U.S.C. § 2241 (“Petition”). (Pet., ECF No. 1.) On October 17, 2023, the Court issued an Order Requiring Response to Petition (“ORR”). (ORR, ECF No. 4.) On November 14, 2023, Respondent filed a Motion to Dismiss the Petition (“Motion”).
