I. BACKGROUND

In February 2014, Petitioner was convicted on one count of deliberate and premeditated attempted murder (Cal. Penal Code §§ 664(a), 187(a)) and one count of possession of a firearm by a narcotic addict (Cal. Penal Code § 29800(a)(1)). In February 2015, the trial court sentenced Petitioner to a life term on the first count (with several enhancements, including a second life term to “double” the sentence under the Three Strikes Law, an enhancement of 25 years to life under Cal. Penal Code § 12022.53, and a five- year enhancement under Cal. Penal Code § 667(a)(1)) and four years on the second count. See People v. Williams, No. B263193, at 3 (Cal. Ct. App. Oct. 28, 2015).
