Further, the Court has engaged in a de novo review of those portions of the Report to which objections have been made. The Magistrate Judge’s Report recommends dismissal with prejudice of Ground Four of the Petition, service of the Petition to Respondent, and a stay of the action until the United States Court of Appeals for the Ninth Circuit issues its decision in Price v. Santoro, No. 23-55324. (ECF No. 13.) For the following reasons, Petitioner’s objections to the Report (ECF Nos. 20,21, 23)warrant a change to the Magistrate Judge’s findings and recommendation. /…
