16 I. BACKGROUND On March 17, 2023, Plaintiff Yahshalom B.J. Gray (“Plaintiff”), proceeding pro se, constructively filed1 a Complaint (“Complaint” or “Compl.”) under 42 U.S.C. § 1983 (“§ 1983”), alleging violations of his civil rights.
