On March 14, 2022, plaintiff Carlos Urias (“Plaintiff”) filed a Complaint against defendant United States of America (“Defendant”) for negligence arising from a car accident in violation of the Federal Tort Claims Act. ECF Docket No. (“Dkt.”) 1. 20 On March 18, 2024, and March 19, 2024, the matter was tried before the Court 21 without a jury. Dkts. 78, 79. 22 Having considered all the evidence admitted at trial – including the 23 Declarations of Expert Testimony, dkts. 62-68, and the briefing submitted by the 24 parties, dkts. 86, 87 – the Court makes the following Findings of Fact and 25 Conclusions of Law pursuant to Federal Rule of Civil Procedure 52. 26 27 I.
