I. BACKGROUND
Petitioner is serving a sentence of 25-years-to-life for his conviction of conspiracy to commit murder (Cal. Penal Code §§ 182, 187(a)) (plus a one-year firearm enhancement under Cal. Penal Code § 12022(a)), entered in the Superior Court for the County of Los Angeles in 1982, Case No. A366030. See Petition at 2.'
