Plaintiff brought this lawsuit against defendants Torres, Vacaville police officer Roger Canady, the Police Chief, the City of Vacaville and other city and police department personnel, alleging Torres kept plaintiff secured in excessively tight handcuffs for up to seven hours before booking him into jail, despite plaintiff’s requests to loosen them.
