On July 29, 2019, a screening order was filed finding that Plaintiff had failed to state a cognizable claim and granting Plaintiff leave to file an amended complaint. (ECF No. 5.) Currently before the Court is Plaintiff’s first amended complaint, filed August 23, 2019. (ECF No. 7.) I.
