14 Plaintiff, Arthur Bowlson, is a federal prisoner proceeding pro se in a civil rights action pursuant to Bivens vs. Six Unknown Agents, 403 U.S. 388 (1971). For the reasons discussed below, the Court recommends that the case be dismissed without prejudice for failure to prosecute. Plaintiff initiated this action on July 9, 2019, by filing a complaint (ECF No. 1). Plaintiff did not pay the $400.00 filing fee and did not submit an application to proceed in forma pauperis pursuant to 28 U.S.C. § 1915.
