This matter was referred to the undersigned in accordance with Local Rule 302(c)(21) and 28 U.S.C. § 636(b)(1). On July 13, 2018, plaintiff was granted leave to proceed in forma pauperis. (ECF No. 3.) On May 20, 2019, plaintiff was granted leave to file a second amended complaint. (ECF No. 8.) Plaintiff filed a second amended complaint on June 19, 2019. (ECF No. 9.)
