16 Thomas Goff (“Plaintiff”) is a former state prisoner proceeding pro se and in forma pauperis in this civil rights action filed pursuant to 42 U.S.C. § 1983. This action was dismissed for failure to prosecute on November 8, 2019. (ECF Nos. 89 & 90). On January 9, 2020, Plaintiff filed a motion requesting partial court transcripts at government expense. (ECF No. 100). For the reasons described below, Plaintiff’s motion will be denied. I.
