12 Plaintiffs, ORDER v. EDC ANIMAL SERVICES, et al., Defendants. 17 Plaintiffs Charel Winston and Alma Marie Winston are proceeding in this action pro se. This matter was referred to the undersigned in accordance with Local Rule 302(c)(21) and 28 U.S.C. § 636(b)(1). Pending before the undersigned are motions to dismiss filed by defendant El Dorado County Superior Court and defendant County of El Dorado. (ECF No. 22.) For the reasons stated below, defendants’ motions to dismiss will be granted and plaintiffs will be granted leave to file an amended complaint. BACKGROUND Plaintiffs, proceeding pro se, commenced this action on May 22, 2019, by filing a complaint and paying the required filing fee. (ECF No. 1.)
