Introduction This lawsuit is brought by a foster mother — Plaintiff Jackie Stockstill, who is appearing pro se — against several public and private actors who allegedly retaliated against Stockstill because Stockstill complained to her daughter’s school district that her daughter’s school nurse failed to properly treat the daughter’s infection. The public and private actors that allegedly retaliated against Stockstill include the following defendants: first, the two school districts that Stockstill’s children attended, Fresno Unified School District and Central Unified School District; second, the local public entity…
