Plaintiff James Arthur Casey is proceeding pro se and in forma pauperis in this civil rights action pursuant to 42 U.S.C. § 1983. This action was filed on March 17, 2020, in the United States District Court for the Eastern District of California, Sacramento Division. On March 23, 2020, the action was transferred to this Court.
