Plaintiffs Paul Adams and Hendrix Moreno Montecastro filed the instant action pursuant to 42 U.S.C. § 1983, on February 21, 2020, in the United States District Court for the Northern District of California, along with separate motions to proceed in forma pauperis. (ECF Nos. 1-3.) On May 13, 2020, the action was transferred to this Court. (ECF No. 7.)
