Due to the courthouse closure required by the COVID-19 pandemic, the hearing was conducted by Zoom teleconference. See General Order 618. Attorney Kate Falkenstien appeared for Mr. Lipsey. Deputies Attorney General Lucas Hennes and Elise Thorn appeared for defendants. For the reasons set forth below, this court grants both motions.
