21 I. BACKGROUND Raymond D. Chester (“Plaintiff”) is a civil detainee proceeding pro se and in forma pauperis with this civil rights action pursuant to 42 U.S.C. § 1983. Plaintiff is detained at Coalinga State Hospital in Coalinga, California, as a Sexually Violent Predator pursuant to California’s Sexually Predator Act, Cal.Welf. & Inst.Code § 6604. Plaintiff filed the Complaint commencing this action on August 25, 2016. (ECF No. 1.)
