18 Plaintiff William J. Gradford (“Plaintiff”) is a former inmate proceeding pro se in this 19 civil rights action pursuant to 42 U.S.C. § 1983. Plaintiff filed the Complaint commencing this 20 action on March 11, 2020. (ECF No. 1). The Court screened Plaintiff’s complaint, found no 21 cognizable claims, and gave Plaintiff leave to amend on August 6, 2020. (ECF No. 12). Plaintiff 22 filed a First Amended Complaint on August 21, 2020, (ECF No. 14), which is before this Court 23 for screening. 24 For the reasons described below, the Court recommends that the complaint be dismissed 25 with prejudice.
