In addition to filing a complaint,ECF No. 1, he has filed an application to 19 proceed in forma pauperis,ECF No. 2,and a request for appointment of a Spanish-speaking 20 lawyer,ECF No. 3. For the reasons stated below, Iwill grant his application to proceed in forma 21 pauperis, deny his request for counsel, and dismiss his complaint with leave to amend. 22 Application to Proceed In Forma Pauperis 23 I havereviewed plaintiff’s application and find that it makes the showing required by 28 24 U.S.C. § 1915(a)(1).
