Ioane (“Plaintiff”) is a former federal prisoner proceeding pro se and in forma 19 pauperis with this civil rights action pursuant to Bivens vs. Six Unknown Agents, 403 U.S. 388 20 (1971). On November 6, 2019, Plaintiff filed the Complaint commencing this action. (ECF No. 21 1.) The Complaint is now before the court for screening. 28 U.S.C. § 1915A. 22 II.
