ECF No. 19. The matter was referred to the United 21 States Magistrate Judge pursuant to 28 U.S.C. § 636(b)(1) and Local Rule 302(c). Respondent has 22 filed an answer, and petitioner has filed a traverse. ECF Nos. 33, 37. 23 Pro se habeas cases often bring murky issues to the fore. The potential for this is 24 exacerbated when the pro se individual represented himself at the underlying trial, quasi- 25 represented himself on appeal, and was completely pro se for post-conviction habeas petitions. 26 This case involves the exacerbated murkiness of issues.
