12 Defendants. (ECF No. 14) 13 14 15 Plaintiff, William James Wallace, II, is proceeding pro se and in forma pauperis in this 16 civil rights action pursuant to 42 U.S.C. § 1983. On October 23, 2020, Plaintiff filed a motion for 17 the appointment of counsel and for Defendants to be served with Plaintiff’s complaint. (ECF No. 18 14.) The Court will deny the motion. 19 Plaintiff does not have a constitutional right to appointed counsel in this action, Rand v. 20 Rowland, 113 F.3d 1520, 1525 (9th Cir. 1997), and the Court cannot require an attorney to 21 represent plaintiff pursuant to 28 U.S.C. § 1915(e)(1), Mallard v. United States District Court for 22 the Southern District of Iowa, 490 U.S. 296, 298 (1989). However, in certain…
