ORDER 14 CORCORAN STATE PRISON, 15 Respondent. 16 17 Petitioner, a state prisoner proceeding pro se, has filed a petition for writ of habeas corpus 18 pursuant to 28 U.S.C. § 2254. Petitioner has not filed an in forma pauperis affidavit or paid the 19 required filing fee ($5.00). See 28 U.S.C. §§ 1914(a); 1915(a). 20 The Habeas Petition 21 Petitioner is challenging a prison rules violation report and subsequent administrative 22 sanctions. Petitioner alleges the following two claims: 1) a violation of petitioner’s Eighth 23 Amendment based on correctional officers failure to protect petitioner after he reported his life 24 was in danger and was subsequently attacked by inmates; and 2) a violation of petitioner’s Eighth 25 Amendment against cruel and unusual punishment for being placed in administrative segregation 26 from March 21, 2019 to May 30, 2019 “without merit” after the inmate…
