17 Kenny J. Shiloh seeks to proceed pro se and in forma pauperis in this action for discrimination 18 based on a disability. (See Doc. 1.) The Court finds the plaintiff is unable to state a claim upon which 19 relief may be granted, therefore, the Court recommends the plaintiff’s motion to proceed in forma 20 pauperis be DENIED and the complaint be DISMISSED without prejudice as the Court lacks 21 jurisdiction. 22 I.
