13 14 15 This matter is before the Court on Defendant United States’ motion to dismiss pursuant to 16 Federal Rule of Civil Procedure 12(b)(1) and Plaintiffs Bradley Medina and Svetlana 17 Krivencheva’s motion to remand pursuant to 28 U.S.C. § 1447(c).
