(ECF No. 15) 14 DIAZ, et al., 15 Defendants. 16 17 Plaintiff Julio Sandoval (“Plaintiff”) is a state prisoner proceeding pro se and in forma 18 pauperis in this civil rights action pursuant to 42 U.S.C. § 1983. 19 Currently before the Court is Plaintiff’s motion to appoint counsel, filed November 10, 20 2020. (ECF No. 15.) In his motion, Plaintiff states that he is unable to afford counsel and his 21 imprisonment will greatly limit his ability to litigate properly. Plaintiff argues that the issues 22 involved in this case are complex and will require significant research and investigation. In 23 addition, Plaintiff states that he will have difficulty accessing the forms and copies he needs due 24 to a COVID-19 outbreak at his institution, which has resulted in 45 inmates being sent to 25 quarantine.
