17 Petitioner is a state prisoner proceeding pro se and in forma pauperis with a petition for writ of habeas corpus pursuant to 28 U.S.C. § 2254. He filed the instant petition on September 28, 2020, in the United States District Court for the Northern District of California. Because venue is proper in the Eastern District, the action was transferred to this Court on January 27, 2021. Upon review of the petition, the Court finds that it presents only civil rights complaints; therefore, the Court will recommend it be DISMISSED. DISCUSSION A.
