This matter is before the court on a motion for preliminary injunction brought by plaintiffs

Unite the Parks, Sequoia ForestKeeper, and Earth Island Institute (collectively, “plaintiffs”) and a

motion strike filed by defendants United States Forest Service and United States Fish and
