17 Joshua Bland (“Plaintiff”) is a state prisoner proceeding pro se and in forma pauperis in this civil rights action filed pursuant to 42 U.S.C. § 1983. Plaintiff filed the complaint commencing this action on October 18, 2019. (ECF No. 1). On April 23, 2020, Plaintiff filed his First Amended Complaint (“FAC”). (ECF No. 16). Upon screening the FAC, this Court found that Plaintiff had stated a cognizable claim against defendant Doe. (ECF No. 19). Defendant Reuben A. Salazar II was substituted in place of defendant Doe on September 30, 2020. (ECF No. 32). …
