17 This action was filed on May 13, 2021. ECF No. 1. On May 14, 2021, plaintiff filed a motion for preliminary injunction with a hearing date of July 6, 2021. ECF No. 5. The same day, plaintiff filed a motion for expedited discovery (ECF No. 7) and an ex parte application to shorten time (ECF No. 9), improperly noticed before the district judge. ECF No. 7.
