16 Plaintiff, a county inmate proceeding pro se, has filed a civil rights action pursuant to 42 U.S.C. § 1983. Plaintiff claims his right were violated because the Solano County Public Defender’s Office and Conflict Defender’s Office refused to represent him. Presently before the court is plaintiff’s motion to proceed in forma pauperis (ECF No. 5) and his complaint for screening (ECF No. 1). For the reasons set forth below, the court will deny the motion to proceed in forma pauperis and dismiss the complaint with leave to amend. IN FORMA PAUPERIS Plaintiff submitted an application to proceed in forma pauperis. (ECF No. 5.) However, shortly thereafter plaintiff paid the filing fee in full.
