Based on its contents and timing, the court construes the letter as objections to the findings and recommendations issued on June 10, 2021, ECF No. 7, as well as a request for the appointment of counsel. The previous recommendation for dismissal was based on plaintiff’s failure to pay the filing fee or to file an application to proceed in forma pauperis. ECF No. 7.
