17 When Plaintiff initiated this action, he submitted a partial application to proceed in forma pauperis (“IFP”). (Doc. 2.) The second page of the application, which would have also included his signature, was not provided to the court. Thus, the Court ordered Plaintiff to submit a completed and signed IFP application or to pay the filing fee within forty-five days. (Doc. 7.)
