16 On February 12, 2021, I ordered plaintiff to submit, within thirty days, either the $402 filing fee or an application to proceed in forma pauperis. ECF No. 4. Plaintiff failed to respond to that order. Accordingly, on April 23, 2021, I ordered him to show cause within twenty-one days why this case should not be dismissed for failure to prosecute and failure to comply with court orders. ECF No. 6. I warned plaintiff that failure to respond to the order would result in a recommendation that this action be dismissed without prejudice. Id.
