17 18 Petitioner Travis Odell, a state prisoner initiated this action by filing a pro se petition for writ of habeas corpus under 28 U.S.C. § 2254 in the Central District of California on October 7, 2021. (Doc. No. 1., “Petition”). The Northern District transferred the Petition to this Court because Petitioner was both incarcerated and convicted within the venue of this Court. (Doc. Nos. 5, 6).
