18 This matter is before the Court on Plaintiffs Cal-Pac Rancho Cordova LLC, Capitol Casino, Inc., Lodi Cardroom, Inc., and Rogelio’s Inc.’s (collectively, “Plaintiffs”) Motion for Summary Judgment. (ECF No. 31.) Also before the Court is Defendants United States Department of the Interior, Secretary of the Interior Deb Haaland, and Assistant Secretary — Indian Affairs Bryan Newland’s1 (collectively, “Defendants”) Cross-Motion for Summary Judgment. (ECF No. 35.) Both motions have been fully briefed. For the reasons set forth below, the Court DENIES Plaintiffs’ motion and GRANTS Defendants’ motion.
