(ECF No. 15.) Defendant Rob Bonta, in his official capacity as Attorney General of the State of California (“Defendant” or the “State”), has filed an opposition. (ECF No. 20.) Plaintiff has filed a reply. (ECF No. 26.) For the reasons set forth below, Plaintiff’s motion is GRANTED.
