The matter was referred to a United States Magistrate Judge pursuant to 28 U.S.C. § 636(b)(1)(B) and Local Rule 302. Findings and recommendations issued on February 17, 2021, and March 12, 2021, are now before the court. Background Review of the two findings and recommendations (ECF Nos. 52, 63) was stayed pending resolution of petitioner’s appeal. (ECF No. 67.) Such appeal was dismissed on April 21, 2021. (ECF No. 68.) On October 22, 2021, the stay was lifted, and on November 24, 2021, the district court denied petitioner’s amended motion for relief from judgment. (ECF No. 78.)
