18 On October 23, 2018, Marvin Avinger (“Plaintiff” or “Claimant”) filed a complaint seeking 19 review of the decision by the Commissioner of Social Security (“Commissioner”) denying 20 Plaintiff’s application for Supplemental Security Income benefits. (Dkt. 1.) The Commissioner 21 filed an Answer on February 6, 2019. (Dkt. 16.) On July 3, 2019, the parties filed a Joint 22 Stipulation (“JS”). (Dkt. 23.)
