18 On October 23, 2018, Marvin Avinger (“Plaintiff” or “Claimant”) filed a complaint seeking 19 review of the decision by the Commissioner of Social Security (“Commissioner”) denying 20 Plaintiff’s application for Supplemental Security Income benefits. (Dkt. 1.) The Commissioner 21 filed an Answer on February 6, 2019. (Dkt. 16.) On July 3, 2019, the parties filed a Joint 22 Stipulation (“JS”). (Dkt. 23.) The matter is now ready for decision. 23 Pursuant to 28 U.S.C. § 636(c), both parties consented to proceed before this 24 Magistrate Judge.
