(ECF No. 1). Plaintiff also filed a request 21 to proceed without prepayment of the filing fee, which was denied by the District Court on the 22 grounds that plaintiff had previously had three or more cases dismissed that constitute strikes in 23 accordance with 28 U.S.C. § 1915(g).
