I. INTRODUCTION On October 18, 2019, Plaintiff Jimmie Carter (“Plaintiff”), an inmate at California Men’s Colony (“CMC”), proceeding pro se and in forma pauperis, filed a Complaint alleging violations of his civil rights pursuant to 42 U.S.C. § 1983 (“Section 1983”). (Compl., ECF No. 1.) The Court has screened the Complaint as prescribed by 28 U.S.C. § 1915A and § 1915(e)(2)(B). For the reasons stated below, the Complaint is DISMISSED WITH LEAVE TO AMEND.
